New offshore oil and gas rig policies

A 2011 oil and gas market research report reveals effects of the BP Deepwater Horizon Gulf of Mexico oil drill rig spill on HSE management and legislation.

The disaster had led to a worldwide rethink of offshore oil and gas health, safety and environment practice and enforcement, as revealed in the Offshore Oil and Gas Policy Handbook 2011.

The industry specific report by Global Data analysises initiatives taken by countries with significant energy operations.

More African oil and gas exporation

The report notes a shift to looking for oil and gas resources in emerging and frontier areas worldwide, including north west Africa.

Regions like Africa, South and Central America, Asia Pacific and Europe, are encouraging foreign participation in offshore oil and gas production as onshore resources are depleting.

The USA needs to increase domestic production to supplement dwindling onshore resources and bring down prices, in the fact of its lack of large scale alternative energy sources.

USA drill rigs decreasing

The BP Deepwater Horizon oil spill disaster had checked increasing rig drilling. Baker Hughes reported in January 2010 that there were 40 rigs operating in USA waters, increasing until April 2010 to 50 rigs.

In May 2010, USA oceanic rigs numbered only 46, as one result of the Gulf of Mexico Disaster on 20 April 2010, and continued to decrease during a brief moratorium imposed by the USA following the disaster.

Twelve oil and gas HSE regulation regimes

The 2011 report updates four major policy aspects in the USA, UK, Canada, Brazil, Australia, Norway, India, Malaysia, Indonesia, Azerbaijan, Angola, Kazakhstan;
• Prevailing guidelines for development and application of health safety and environment management systems in oil and gas sectors, as impacted post BP oil spill.
• Relevant regulatory authorities
• Policies regarding health, safety and environment
• Impact of the BP oil spill disaster on health, safety and environment policies.

The report aims to assist operators to;
• Develop business strategies based on policy decisions on offshore oil and gas developments by different countries across the globe.
• Identify opportunities and challenges in exploiting offshore oil and gas markets globally.
